Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Cycle of Negotiation and Warfare
The chain of conflicting incidents captured the bleak nature of the current period. By day, political struggles are fought: hopeful statements are issued from different nations. Significant resources is devoted on containing specific proposals. By night, Moscow clearly shows the world that, for them, war remains the key method for achieving "peace".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability provided through up-to-date information. From observation points, military aircraft that had been dispatched to intercept incoming guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems activated: defensive missiles deployed against a incoming threat. This was a advanced protection mechanism at work, most likely supplied through allied countries. Every firing creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to sober acceptance: possibly the incoming missile won't cause damage this time, protecting urban areas from ruin and additional electricity failures.
Ongoing Risks
Following this, a heavy machine gun opened up on a drone close by, part of a defensive team – most likely imported technology. Sadly, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.
With pauses, this continued until dawn. Kyiv greeted the early updates: seven people killed, destruction and utility failures in many homes as a result of the nocturnal offensive. As always, everyone still went about their day – living the war. But those entire period demonstrated Ukraine's critical military reliance on international aid – a need that European nations are demonstrably unable to fill in the short term.
Ineffective Peace Efforts
The comprehensive proposal from US administration sparked intense emotion, controversy and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new initiative from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, endure.
Strategic Calculations
It is tempting to accuse specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. US administration works based on a premise understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government presumes that it is unfeasible to pressure the Kremlin to surrender the territory that it presently holds in Ukraine's south or east.
The challenge is that while recognising this factual reality, Washington does nothing to deter Moscow, through words or deeds, from assuming that the status quo will not shift further in its favour in the months ahead.
Conflicting Perspectives
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a complete military breakdown until circumstances change in its favour.
Existing Situation
Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: personal goals to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their attention does not move to homefront challenges. And although their task will now be significantly challenging after latest incidents, it remains quite doubtful that this will modify their basic position.
These two forces are guiding negotiations.
Summary and Prospects
It took a just a single week to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, mainly require continued Western support.
